SV Libyan representative, Mansur Kikhia, speaking 2.11 Mr. Meguid said, "I want to reiterate clearly Egypt's firm stand that there can be no peace in the Middle East without Israel's full withdrawal from all the occupied Arab territories and without the Palestinian people's recovery of its legitimate rights, including its right to establish an independent Palestinian state." He said the world was "at a race with time" and that either peace or an overall liberation war would win. The Egyptian delegate added that Israel was committing "the biggest folly" in thinking that its "evasiveness" would give it time to impose on the Arab world. "The deterioration of the situation has been as we all known, due to the arrogance and stubbornness of the criminal Zionist gangsters, and the unjust and unlimited support they receive from various countries, headed by the United States," he said. Mr. Kikhia said Libya believed the optimum solution to the Middle East question lay in "enabling the Palestinian people to practice their legitimate rights, and in the creation in Palestine of a democratic secular state within which Muslims, Christians and Jews would be equal." He said that the people of the Lyban Republic would stand firmly by "their brethren" and would continue to do so until "victory is achieved."
