How can they defend Israel's official policy of establishing settlements - and they are not security settlements - security cannot be achieved by planting settlements in somebody else's territory. This is an invitation to continued conflict. How can the supporters of Israel retain this official policy of establishing settlements in the occupied areas and manning them and encouraging massive demographic changes. How can they defend the repressive and (indistinct) conduct of the occupying forces against the defenceless and unarmed school children protesters." HERZOG: "Solution to our problem in the Middle East, Mr. President, lies not at this table, lies not in resolutions and statements, lies not in debates or in stories one over another and in maligning and accusing each other. All these have their purpose, but it is not peace. Again and again we shall be summoned by the Arab delegates to this table, to satisfy on each occasion, as on this occasion, the specific political idiosyncracies of various Arab parties. For how long, for what purpose. The road to peace lies only via the negotiating table and as long as the member states of the United Nations do not make this crystal clear to the Arab states, we shall continue to listen to this useless rhetoric at this table, month after month while the tragedy in the Middle East continues.
