In truth it is Israel, which is maintaining by use of force and wishes to be left alone to continue its occupation of the territories of its Arab neighbours. Persistence in this policy of force can only breed more violence, engender further bitterness and make evermore remote the prospect of peace and co-operation the Israeli government professes to be seeking and which all the people of the Middle East desire anew". A transcript also follows of the counting of the votes by Security Council President, the Tanzanian Ambassador, Salim Ahmed Salim: SALIM: "Those in favour please raise their hands. Those opposed. Those abstaining. The result of the vote is as follows. Nine in favour, one against, three abstentions, two members not participating. The draft resolution has therefore not been adopted according to the negative vote of one permanent member of the council."
