"Developments in the monetary field have recently demonstrated that Europeans and Americans are willing and able to take concerted action. This determination and this capability must be evidenced in the forthcoming trade negotiations and in the effort for a reform of the international monetary system as well. "Let me say a word about the Atlantic alliance: the security of each one of us continues to depend on the security of the other. Let me once again point out that within the Atlantic Alliance the West Europeans provide 90 percent of the ground forces, 80 per cent of the naval forces, and 75 per cent of the air forces in Europe. The Eurogroup's defence programme has increased and improved Europe's contributions. It is our intention to continue this trend. "But the time has come for the biggest accumulation of armaments and forces that has ever existed in the centre of Europe to be slowly reduced on either side.
