KISSINGER: "You can only draw the conclusion that we went into conclusion that we went into very great detail into all the vital elements of an agreement, as well as the American relationship with Israel. Of course, the decisions will have to be made by the parties themselves, no outsider, can substitute for that." NEWSMAN: "Is it up to the Israelis to make the next move or the Egyptians? DR. KISSINGER: "In the nature of things there is always a point when somebody has to make some move. The Israeli government had asked for a number of clarifications which they've now received, but I wasnt to stress that for the agreement to be effective both sides have to made a contribution." U.S. Secretary of State henry Kissinger and Israeli Prime Minister Yitzhak made progress towards a new interim peace agreement between Israel and Egypt. at a meeting in Gymnich Castle...north-west of Bonn on Saturday. The two men talked for three hours, but when they emerged the key issue of a new line for an Israeli troop withdrawal. Dr. Kissinger now expects the Israeli Ambassador to the United States, Simcha Dinitz to fly to Washington from Israel early next week with a new proposal for a sinai pull-back. After the meeting, Dr. Kissinger flew from Bonn to London. He was met at Heathrow Airport by the British Foreign Secretary, jim Callaghan and newsmen. He told reporters that he and Mr. Rabin had discussed the proposed withdrawal line in great detail, but did not elaborate further.
