I remember being asked then by the President of the United States: when are you going to withdraw -- Wednesday of Thursday. And, as fate would have it, in the Spring of 1970, I heard from the same authority and in the same place the advice: don't withdraw without peace. And I remember saying that although Israel is usually recalcitrant to follow advice, "we've decided on this occasion to accept it." APPLAUSE. The important step was taken yesterday when the United States in the meeting of the Four Power deputies stated it would not take part in further meetings until the violation of the ceasefire had been corrected and that business-as-usual was not a feasible thing when confidence had been destroyed. It's one of the most significant developments in the Great Power relationship and it puts the pressure from Israel onto Egypt by the United States on the Soviet Union: If you want the talks, do what is necessary to bring them about."
