This speech is not trying to put an end to American aggression and establish peace on the basis of respect for the sovereignty of the peoples of Indo-China. On the contrary, the speech is legitimising the American aggression in Indo-China to allow the US to pursue their neo-colonial policies. SEQ. 7: MR LAM: "Today, with Ambassador David Bruce, I've presented the new peace plan. We must regret that the first reaction of the Communist side has been purely negative. We asked them to study most seriously the new peace plan, we can see reasonable basis to start serious negotiations if they so desire. We are awaiting for their considered reaction.
