The position is that Ambassador Jarring is now studying important problems relating to the place and to the level of representation. The position is then that he has given us his views on these the central issue that he raised, namely the level of representation. But, as the Prime Minister said yesterday, we;re going into these talks although we've not yet...although the details about the level of representation, the place, and therefore the time of their beginning, has not yet been decided. First of all, I want to say in relation to the Jarring mission what is the mission about, what is the subject of it. With all the importance of the territorial question, the Jarring mission is not about withdrawal and boundaries. It is about the establishment of peace. That is the theme. That is the central issue; that is primary, and that would of course be the first theme which Israel would take up in any discussions under Jarring's auspices. Because if there is peace by which I mean relations similar to these which exist between France and Germany, between the Soviet Union and Japan, between the United States and Japan; between nations which were once at war and are now at peace. If that is the relationship, then there are alternative ways of solving the territorial and security problems. The whole matter becomes unfrozen. But if there isn't peace, then I don't see any way of solving the problem except the maintenance of the ceasefire lines. And it is common ground between Israel and other governments; this is not an Israeli problem alone, that there cannot be movement of Israel forces, from any of the ceasefire lines until there is obtained a binding contractual agreement establishing peace.
