SV Ambassador replies 2.43 TRANSCRIPT: EL WAYYAT (SEQ 3): From the very beginning I think you have reported Mr. Tekoah with Mr. Jarring on the 7th of August, and reported that they were entering into history, when the only contribution made by Israel till that time was exactly 45-minutes in the morning and 30-minutes in the afternoon, totalling 75-minutes. On the other hand we have respected out pledge to your Government - we have delegated a representative; we have respected Mr. Jarring's choice of place; and we began - and I saw Jarring daily until now discussing the substance of the peace initiative. Israel, itself, challenged the language of the US Government in the message from Jarring to (unclear). Then they began discussing whether it was good or not to have New York as the place, or to have the Ambassadors representatives. Then, after that, Tekoah needed some instructions and has to go and have a meeting with his Foreign Minister for one day or two. Then came the questions about the violations of the cease-fire. The violation of the cease-fire story has been explained to your Government in an official document which I am not free to speak about now. However, I want to tell you this: we admit that inside the so-called cease-fire zone - or the standstill zone - we did change one dummy to another living missile, or vice-versa. When we were asked by your Government on the 5th August and were told that his was the understanding of a violation, we put out case, saying: if we don't do that and there is a surprise attack then, again, what has happened on the 5th of June 1967 would be repeated. If we don't move it, and the Israelis have a blueprint of what we have, do you guarantee that there will be no sudden attack? If there was such an attack, can you tell us what you are going to do to make your guarantee good? We have not received a reply to this. But, pending that, we have pledged, and are still pledging, that we will not introducing or moving anything in the cease-fire zone since the 21st of August. This is our situate ion.
