It would appear that through propaganda around false claims about Russia's compliance, there are attempts to prepare international opinion for a U.S. exit from the CTBT (Comprehensive Nuclear-Test Ban Treaty) and then to blame Russia again for everything. I can say quite firmly that that kind of trick will not work again." (SOUNDBITE) (English) U.S. AMBASSADOR TO THE CONFERENCE ON DISARMAMENT, ROBERT WOOD, SAYING: "I have to respond to the sort of crafty, Soviet-like propaganda that was espoused earlier during the session by our Russian colleague. We have to remember, this is Russia we are talking about. This is a country that has flouted its Budapest memoranda commitment. It has violated the INF treaty. The U.S. engaged in over 35 meetings with Russians at different levels to try to resolve this issue. We could not."
