In Berlin, in Schwerin, in Mecklenburg-Western Pomerania and also here in the Federal Republic of Germany." SPD SUPPORTERS APPLAUDING (SOUNDBITE) (German) SPD CANDIDATE FOR GERMAN CHANCELLOR, OLAF SCHOLZ, SAYING: "The voters have very clearly spoken. They said who should form the next government. SCHWESIG SPEAKING (SOUNDBITE) MECKLENBURG-WESTERN POMERANIA PREMIER, MANUELA SCHWESIG, SAYING: "The last time I was in the Willy Brandt House was two years ago when I had to resign as acting party chair because of cancer. That was a difficult walk. I hardly had time to say goodbye to you. And actually I never intended to say goodbye. I am very happy to be here again today, to have brought the election victory from the north-east with me. And I would like to thank the party, everyone who has always been by our side during this time. And I would especially like to thank the staff. We all know that we have not always stood here with three election victories. You have always persevered, you have always fought for our party with our party, even during difficult times. That is why today is a wonderful day for Social Democracy in Germany and also for all those who are keeping course here at Willy Brandt House. Thank you very much." RHINELAND-PALATINATE STATE PREMIER MALU DREYER (RED JACKET) APPLAUDING (SOUNDBITE) (German) SPD CANDIDATE TO BE MAYOR OF BERLIN, FRANZISKA GIFFEY, SAYING: "The SPD was given a clear mandate to govern everywhere in Germany. And I have often discussed with citizens during this election campaign who would be the right person for the chancellorship. And one thing we were able to make clear, that also convinced people: Olaf Scholz can do it. We are deeply convinced of that." TOP VIEW OF STATEMENT SCHOLZ, SCHWESIG AND GIFFEY WITH FLOWERS ON STAGE

- Story Text: Olaf Scholz, the chancellor candidate for Germany's Social Democrats (SPD), said on Monday (September 27) he had a mandate to lead the next government after a narrow election victory, saying he would seek to form a coalition with the Greens and Free Democrats.
Applauded at his party's headquarters in Berlin and presented with flowers, Scholz said voters had told Chancellor Angela Merkel's conservatives it was time to go into opposition after 16 years in power.
"The voters have very clearly spoken. They said who should form the next government," he said.
"They strengthened three parties - the Social Democrats, Greens and FDP - and therefore that is the clear mandate that the citizens of this country have given - these three should form the next government," Scholz told SPD supporters.
