- Story Text: Shanghai residents were seen getting haircuts in a residential compound under lockdown on Thursday (May 5), with a city official saying it had been difficult to strike the correct balance between curbing infections and allowing firms to resume operations.
For the financial hub's 25 million residents, most of whom are still under lockdown, there seemed to be a major difference between the guidance coming from the top and the enforcement on the ground.
In some communities, only one member of each household was allowed out for a few hours a day. Elsewhere, no one was allowed out even though the community's risk level had been officially downgraded.
Shanghai reported 13 new COVID-19 deaths and 4,390 new local asymptomatic cases for May 4, both reflecting a decrease in numbers from the previous day.
