Nine people were killed when five storey building collapsed in the Cairo suburb of Shoubra on March 10. The disaster, the second in a week, has highlighted the problem of illegal building in the Egyptian capital. On March 9, the cabinet ordered the Prosecutor General to investigate the condition of buildings after the death of a government minister in a building collapse. Provincial governors have been asked to enforce state building codes which have been largely ignored in recent years. Over a hundred and twenty people have died in building collapses in the last three months. The addition of extra floors to dilapidated structures is a frequent practice. Cairo's buildings and public utilities are in a state of decay. Most the city's sewerage, electrical and watersystems were constructed at the beginning of this country when the population was around two million. Current estimates say there are now twelve million people in Cairo, too many for the city's services.
