- Story Text: U.N. Secretary-General Kofi Annan has said it appears
there is no functioning government in Iraq and establishing
law and order must be a top concern for the U.S.-led forces in
the country.
U.N. Secretary-General Kofi Annan Annan, speaking to
reporters on Thursday (April 10, 2003), a day after cheering
Iraqis in Baghdad tore down a statue of leader Saddam Hussein,
said he viewed televised scenes of jubilation in Baghdad streets.
"But of course, when you think of the casualties, both
military and civilian, the Iraqis have paid a heavy price for
this," he said.
"From what we have seen in the reports, it appears there
is no functioning government in Iraq at the moment," Annan
said. "We have also seen scenes of looting, and obviously law
and order must be a major concern."
Annan also said he did not know what the current status
was of the Mohammed Aldouri, Iraq's UN Ambassador was.
"I don't know what his status is but I did talk to him on
Monday (April 7), we reviewed the situation in Baghdad and
what was happening. He didn't have much information. I don't
know where he is or what his status is at the moment. But
naturally we did talk about what happens depending on the
evolution of events on the ground."
