- Story Text: Trilateral talks aimed at resolving the stand-off over
Pyongyang's suspected nuclear weapons programme are set to get
underway shortly in Beijing.
U.S. Assistant Secretary of State James Kelly made no comment
as he departed his Beijing hotel with U.S. Ambassador Clark Randt
on Wednesday (April 23, 2003) morning.
Kelly was set to attend a working breakfast with the Chinese side
before meeting his North Korean counterpart Li Gun.
The talks are taking place under a veil of secrecy, but in
Washington, officials said the talks were aimed at laying out
the route to ending North Korea's nuclear programme.
Diplomats say the three days of closed-door meetings will
allow the United States and North Korea to sound out each
other's positions, with China sitting in as a facilitator.
The U.S. envoy met with China's Vice Foreign Minister Wang
Yi late on Tuesday (April 22) after arriving in Beijing.
Washington wants the North Koreans to close down their
nuclear programme to end the crisis which has festered since
October, but North Korea is seeking assurances that the United
States will not attack it.
Few diplomats expect a breakthrough at the Beijing
discussions because North Korean negotiator Li Gun is not
considered senior enough to cut deals.
But analysts say North Korea would be under pressure to
keep the lines of communication open, fearful of Washington's
military power after the U.S. toppling of Iraqi dictator
Saddam Hussein.
