A judicial inquiry investigating Israeli responsibility in the West Beirut massacres has heard that the Israeli Cabinet had been warned Lebanese Falangists were bent on revenge when they entered Palestinian refugee camps on September 16. The disclosure came as Prime Minister Menachem Begin appeared before the three-man commission he had himself set up three weeks earlier. The commission had until then tried to assess the Israeli army's role in the slaughter of about 2,000 Palestinian civilians. On November 7, the general in command of Israeli forces posted in the area at the time of the massacres told the inquiry he had warned Falangists entering the camps not to harm civilians. Brigadier-General Amos Yaron said he heard of the decision to send in the Falangists a few hours before the start of the operation. He had issued the warning, he added, because he was aware the Christian militiamen's code of conduct was different from Israel's. Mr. Begin has repeatedly denied that anyone could possibly have foreseen the tragedy.
