- Story Text: INTRO: Hong Kong's leader-in-waiting has been getting on with the task of wooing his future team - Tung Chee-hwa held a luncheon for members of the controversial legislature due to be installed when the British colony reverts to Chinese rule next year.
With only 183 days left until the handover of Hong Kong to China, the colony's Chief Executive designate Tung Chee-Hwa began on Monday (December 30) to hammer out his relationship with a provisional legislature appointed by China earlier this month.
Tung is moving quickly to assemble a cabinet and to secure his position with the legislature which will replace Hong Kong's existing democratically elected chamber upon the transfer of power in 1997.
Tung secured an agreement over the weekend (December 28-29) from Hong Kong's influential and popular chief civil servant Anson Chan that she would serve beyond the transition period.
The main topic of discussion at what Tung described as an informal lunchtime meeting on Monday was expected to focus on who would chair the future chamber.
Tung and the 60 members of the Provisional Legislative Council, chosen by a 400-strong group of Hong Kong people carefully vetted by China, are treading a legal tightrope.
Opponents of the provisional legislature point out that it has no constitutional right to act before Britain relinquishes sovereignty over its last Asian outpost.
They argue the existence of a shadow legislature may cripple Hong Kong's law-making body in the countdown to the handover and have threatened to challenge its in the World Court in The Hague.
As a result, the chamber is expected to convene formal meetings across the border in China.
Following Monday's luncheon, Tung said the meeting had been very useful and congratulated members on their appointment to the Provisional Legislature.
Tung also said he had held a meeting with the head of Hong Kong's Independent Commission Against Corruption (ICAC), Michael Leung, who last week said he would be leaving his post.
Tung said he had tried to persuade Leung to retain his post.
Rumours circulated that he had been pressured to leave his post by Tung, but Leung has maintained he was leaving for personal reasons.
