- Story Text: Palestinian prime minister-designate Mahmoud Abbas,
asking parliament to approve his new cabinet, has signalled
his intention to rein in militants threatening fresh
U.S.-backed peace moves with Israel.
Also speaking at the session, Palestinian President Yasser
Arafat said the success of the "road map" was important for
the revival of a positive peace process.
Violence marred what many Palestinians saw as an historic
day in their struggle for a state of their own, with Israeli
forces killing three Palestinian militants.
With President Yasser Arafat at his side, prime
minister-designate Mahmoud Abbas on Tuesday (April 29) pledged
to end "armed chaos" in Palestinian areas, but did not say
how.
The militant Hamas and Islamic Jihad groups swiftly vowed
not to disarm until Israeli occupation ended. At the
session, Abbas also named his new cabinet. He also said the
Palestinians would fulfil security and political obligations
under the "road map" and urged Israel to do the same.
A Palestinian Authority crackdown on militant Palestinian
groups behind attacks on Israelis in a 31-month-old uprising
for statehood is a key part of the peace "road map", which the
United States said it would release upon approval of Abbas'
cabinet.
Israel has said there could be no move towards an
independent Palestinian state envisaged by the plan by 2005,
unless Abbas demonstrated that real action was being taken
against militants.
For Washington, Abbas has emerged as the best candidate to
lead the Palestinians into peacemaking that might ease
anti-American anger, which the U.S.-led war in Iraq has
stirred in the Arab world.
But Arafat, the Palestinian icon Washington has sought to
shelve, has retained significant authority over security and
diplomatic matters in a five-week power struggle with Abbas.
Arafat and Abbas put up a united front at the Palestinian
Legislative Council, entering the chamber together at the
start of deliberations on endorsing the first Palestinian
prime minister and an anti-corruption cabinet dedicated to
reform.
Slamming Israel's "destructive military machine", Arafat
in a sometimes fiery speech demanded "as the first step to
make the 'road map' succeed" an Israeli military pullback to
positions held before the Palestinian uprising began in
September 2000.

minister-designate Abbas.
Hours before parliament convened, an Israeli helicopter
fired two missiles at a car in the Gaza Strip town of Khan
Younis, killing Nidal Salama, a top figure of the radical
Popular Front for the Liberation of Palestine.
Two Palestinians were killed in an Israeli raid in al
Khader, a West Bank village near Bethlehem early on Tuesday.
A heavy exchange of fire between the soldiers and militants
inside a house lasted for several hours. The army also used
tear gas to disperse Palestinian crowds gathered nearby.
Later on Tuesday, thousands of Palestinian mourners
marched in the streets of Khan Younis in Gaza city, including
masked gunmen, shooting in the air, chanting anti-Israel
slogans and waving flags of various militant factions.
At least 2,012 Palestinians and 734 Israelis have been
killed since the revolt began.
