- Story Text: U.N.-Arab League envoy Kofi Annan visited the Yayladagi refugee camp in Turkey on Tuesday (April 10) after flying over a second camp in the Kilis region.
He met with Syrian refugees there who earlier held a small protest demanding the international community take action against president Bashar al-Assad's bloody crackdown on opponents of the government.
Annan told a news conference also on Tuesday it was too early to say the peace plan he brokered, due to lead to a cessation of hostilities by Thursday, was failing.
The plan required government troops leave Syrian cities on Tuesday but the government demanded written proof from the rebels they will lay down their arms in a last minute announcement on Monday.
Annan said on Tuesday there should be no preconditions to halting violence in Syria and that the U.N.-sponsored peace plan designed to stem 13-months of conflict was still on the table.
He said he had information the Syrian military was withdrawing from some areas but moving to others not previously targeted. He appealed to all sides to stop the violence.
France said she saw no sign of Syrian compliance and as Annan was shaking refugees' hands in the camps reports were coming in of 31 people killed by Syrian troops in Syrian cities whilst the Observatory for Human Rights said insurgents killed six soldiers in attacks on checkpoints on an eastern desert road.
