- Story Text: INTRO: Russia's opposition-dominated State Duma - the lower house of parliament - has voted to pass Russia's 1997 draft budget in principle.
Russian deputies voted 268 to 57 to pass the 1997 draft budget in principle on Sunday (December 15) and were expected to consider amendments before a final vote on the first reading later in the day.
According to Finance Minister Alexander Livshits, the draft envisages a deficit of 3.5 percent of gross domestic product on revenues of 434.4 trillion roubles and expenditures of 529.8 trillion roubles.
Deputies later approved the draft in the first reading by a vote of 263 to 111.
The Duma also decided to to consider the budget for second and third readings on December 25.
