- Story Text: INTRO: Zaire's third prime minister in two weeks has named a new cabinet to try and restore order in a country half overrun by rebels.
-------------------------------------------------------------------- General Likulia Bolongo, named as prime minsiter on Wednesday, on Friday (April 11) named his cabinet and promised to rebuild the army and bring back order and discipline to a government under rebel siege.
In a defense ministry war room where a map charts the rebels' westward progress, Bolongo had a major bark out the names of the 21 ministers and six deputy ministers in his new government.
"One of the prime missions of these ministers, outside of peace and the defense of territory, is the restructuring of the army," Likulia said.
Zaire's ailing President Mobutu Sese Seko declared a nationwide state of emergency on Tuesday and named General Likulia Bolongo as prime minister, shunting aside his veteran opposition foe Etienne Tshisekedi, who had been in the job less than a week.
The rebels of Laurent Kabila, who took up arms in October, control half of the sprawling and potentially rich Central African nation, including its economic heartland with its diamond, copper, cobalt and gold mines.
President Mobutu has rejected a rebel deadline for him to quit and said he had no plans to go into exile.
