    United Nations (UN) Under Secretary-General Martti Ahtisaari arrived in Kuwait on Monday (March 25) aboard a plane bringing UN technical and other aid to help the country get back to normal.

    Ahtisaari said he was there to assess what aid Kuwait needed.

    Essential services within Kuwait City, which were disrupted during the Iraqi army's seven-month occupation, are now being restored. The authorities restarted a turbine at Kuwait City's power plant on Sunday (March 24), bringing electricity back to part of the capital after week of darkness.

    Banks have reopened in the city for the first time in three months, to issue the new dinar. The change was to invalidate the hundreds-of-millions of United States dollars' worth of old Kuwaiti dinars that were stolen by the occupying Iraqis.
