- Story Text: United States Envoy Philip Habib flew to Beirut on Tuesday (24 October) for discussions with
Lebanese leaders on how to turn the precarious ceasefire in the war-ravaged
South of Lebanon into a more stable truce. Mr. Habib, who is of Lebanese origin
is special adviser to United States Secretary of State Cyrus Vance. He will
visit Syria, Jordan and Israel to sound out those governments too, on a plan for
a lasting truce in Lebanon.
SYNOPSIS: United States envoy, Mr. Philip Habib was greeted at Beirut airport by
the Lebanese Foreign Minister Mr. Fuad Butros and the American ambassador to the
Lebanon, Mr. Gunther Dean. Mr. habib's trip was called a "fact-finding mission",
by a state department spokesman. But Mr. Habib will be looking for reactions
from the Lebanese, Syrian, Jordanian and Israeli governments on American ideas
for a long-term truce in Southern Lebanon.
Mr. Habib will not meet Palestine Liberation Organisation (PLO) officials, but a
state department spokesman said since a PLO role is important for peace in
Southern Lebanon, their views would be obtained through a third party.
Mr. Habib met Lebanese Prime Minister Selim Al-Hoss at his Doha residence to
discuss the American proposals. He arrived in Beirut at the same time as Arab
League Secretary General Chadli Kleibi of Tunisia, who was also due to meet
Lebanese leaders. Palestinian guerrillas and their left-wing Lebanese allies
have already attacked Mr. Habib's United State's peace initiative, saying it is
an attempt to force Lebanon into the Camp David agreements between Egypt and
Israel.
