  • Story Text: The leaders of ten Palestinian guerrilla organisations met in the Arab League building, Cairo, on Saturday (May 30) for a five-day session of the "Palestine National Council". They are expected to debate policy and strategy for the Middle East conflict.

    Yassir Arafat, leader of Al Fatah, biggest of the ten groups, is expected to brief the Council on his visit to Moscow and Peking later this year. Fatah sources said that proposals would be made by their leader for the formation of a unified military command.

    The proposals call for the development of the Palestine Liberation Army and the formation of an effective military command to include all guerrilla organisations. The proposed command would be given the power to supervise all resistance troop movements, chart joint military operations and train army commandos.

    The proposals also call on Arab countries to give the guerrillas more support and allow them freedom of action without interference. This was understood to refer to a Lebanese Government announcement this week restricting military activities across its frontiers from June 15, which followed the recent Israeli action against the guerrillas operating from inside the Lebanon.

    The Al Fatah proposals also urge the council to reject all proposed settlements which do not recognise the existence of Palestine or projects which create a Palestinian entity on the occupied West bank of Jordan and in the Gaza strip as proposed by Israeli leaders.
