- Story Text: Chinese and U.S. officials are burning the midnight oil in intellectual property piracy talks in Beijing in a bid to avert a trans-Pacific trade war, and a U.S. official on Thursday (February 23) said there was "small progress".
Charlene Barshefsky, the top U.S. negotiator, reported small progress toward averting the imposition of bruising tit-for-tat sanctions that could damage both sides.
"I won't discuss the issues that we are addressing except to say that thus far our meetings have been quite businesslike, very frank and we are making some small progress," U.S. Deputy Trade Representative Barshefsky told reporters before Thursday's talks.
Last-ditch negotiations between U.S. and Chinese officials to prevent counterfeiting of copyrights, trademarks and patents in China stretched late into the night on Wednesday before resuming on Thursday morning, U.S. officials said.
Barshefsky said talks would be held on Thursday morning and probably also in the afternoon.
China reported satisfactory progress in the race against the clock to head off the trade war.
Diplomats said there were indications the two sides could find an 11th-hour compromise, but did not rule out the possibility that excessively tough U.S. demands and a Chinese desire to save face could sabotage a deal.
Barshefsky's participation marks the shift of the talks to a higher gear and she is holding separate meetings with senior Chinese officials while the ninth round of working-level talks since last June continue in the Ministry of Foreign Trade and Economic Cooperation.
In its propaganda blitz to show it can enforce existing anti-piracy laws, China hailed a crackdown by customs officials since the end of last year and seizures of pirate goods in the southern province of Guangdong, where many factories churn out bootleg laser discs, compact discs and computer software.
U.S. demands have included an end to copyright and patent violations through tougher law enforcement, creation of anti-piracy strike forces and quick, impartial court action.
Also in Beijing is U.S. Energy Secretary Hazel O'Leary who signed an agreement with Chinese power industry officials on Thursday. O'Leary says her trip will drum up business for American companies looking to invest in China.
