"Every penny that can be saved should be saved and we have noted that 139 cadets from Peru have left the Force. We also note in paragraph 70 that it is the intention of the Secretary-General to reduce the force when the situation allows. We should, however, not move too far, too fast. It is within the bounds of possibility that the separation of forces might take place on another front end the United Nations Emergency Force could be needed there. While on the question of finances, it is essential to point out that the countries that co-operated with the forces of the United Nations should not in any way be made to suffer. They should all be treated equally and my delegation is in favour of the following approach: Number One...a ceiling be st for all countries that have sent contingents can claim for reimbursement. Secondly, a question of expenses to be paid now so that the countries that have sent their forces, rather than wait until after the General Assembly has met in september, adjustments can be made once a decision has been made by the Security Council. In as much as all contributors in the United Nations force are soldier of peace of the United Nations, and receive instructions from the United Nations, that parties in dispute in the Middle East should be induced to treat them equally. This is a fundamental point and we hope that more defence will be shown in the way the contingents are treated by the parties in the area. We are going now to the statement of the Secretary-General. - Story Text: The United Nations Security Council has voted to retain the Emergency Force in the Middle East for a further six months.
The Force, now almost 7,000-strong, was sent to the area as a buffer between Egyptian and Israeli Armies under a council resolution adopted in October last year. The People's Republic of China and Iraq dissociated themselves with the latest vote to retain the Emergency Force. Kenya's delegate to the United Nations Security Council Omar Ahmed Fakih remained delegates that it had been kenya that had originally tabled the draft resolution for the establishment of the Emergency Force. However, he was critical of Israel's refusal to permit on it's side of the ceasefire line, troops from Poland, Ghana, Indonesia and Senegal ..all countries which do not have diplomatic relations with the Jewish state.
Following Mr. Fakih's speech, the resolution to maintain the Emergency force was put to the Security Council. Despite the non-participation of The People's Republic of China and Iraq, it was carried by 13 votes to none against, with no abstentions.
