- Story Text: Five weeks after the United States (U.S.) troops entered Haiti to restore democracy to the Caribbean island nation, new Haitian police recruits were being trained by U.S. and Canadian officials in Port-au-Prince.
The recruits were drilled in basic traffic control on Thursday (October 27) in a course expected to last several weeks. The officers were expected to be joined in coming weeks by 1,600 new recruits from a refugee camp in Guantanimo Bay, Cuba.
The new police force was being trained to serve minor police functions.
The police in Haiti have traditionally been looked upon as an arm of repressive regimes and during the first days of the U.S.
troop presence, Haitian police continued to threaten the civilian population until U.S. troops stopped them.
In an effort to assist the government of Jean-Bertrand Aristide, the French Minister for Foreign aid, Michel Roussain arrived in Haiti on Wednesday (October 26) to discuss a French aid package.
Roussain told reporters on Thursday, "I am leaving an important meeting with my Haitian colleagues. We have touched on the most important aspects of the cooperation that France wants to give to Haiti at a time when, with the President here, democracy is returning and one can sense the very strong political will to continue in this sense." Roussain's visit to Haiti was the first by a French cabinet minister in 12 years.
