- Story Text: The United States says new six-party talks on North
Korea's nuclear weapons programme must now show progress.
U.S. Secretary of State Condoleezza Rice on Sunday
(July 10) wrapped up a 20-hour visit to China - hailing a
new round of six-party talks, but warning that they must
now yield results.
Rice held talks with Chinese President Hu Jintao on the
North Korean issue, Taiwan and human rights and religious
freedoms.
Speaking at a news conference in Beijing, Rice said the
six-party talks now needed to show progress in achieving a
nuclear-free Korean peninsula.
"It's a very good thing that we're going back to the
talks the week of July 25, but it is only a start, it is
not the goal of the talks to have talks, it is the goal of
the talks to have progress," said Rice.
Reviving the talks has become more urgent because of
concerns Pyongyang has expanded its nuclear capabilities to
eight or more weapons, up from one or two weapons when
President George W. Bush came to office.
"The issue now is for North Korea to make a strategic
choice to give up its nuclear weapons programmes and again
this is not just the concern of the United States, this is
the concern of all of North Korea's neighbours, all of the
members of the six-party talks, I should say, five of the
six, are proceeding from the point that there has to be a
non-nuclear Korean peninsula. The North Koreans also said
last night in their statement that they affirm that the
purpose of these talks is to get a non-nuclear Korean
peninsula so let's do that and we will see what else comes,
but the nuclear programme has to be dealt with," said Rice.
Rice said no new inducements had been offered to North
Korea, but it appeared both sides had softened or dropped
some earlier demands.
Rice said the fight against terrorism would continue -
three days after a series of bombs killed 49 people in
London.
"It's a kind of unfair fight on the defence because on
the one hand we have to be right 100 per cent of the time.

cooperation. I think that the tragedies, like the one that
happened a couple of days ago, are simply a reminder to us

Rice said she also discussed with leaders concerns
about China's growing military might. Beijing has objected
strongly to being portrayed by the U.S. as a growing threat
to the military balance in Asia.
"There is no doubt that we have concerns about the size
and pace of the Chinese military build-up and it's not just
the Pentagon. I've made clear to people that this is a view
held by the U.S. government, that does not mean that we
view China as 'quote-unquote' a 'threat', we just take note
of the fact that there is a significant military build-up
going on, that it is concerning and we have concerns about
the military balance," said Rice.
Rice also warned both China and Taiwan against making
any moves that would change the balance of the power in the
region.
"It is America's desire that there be no unilateral

Taiwan, we've made that very clear, it also means that we
are concerned about the military balance and we would say
to China that they should do nothing militarily to provoke
Taiwan," said Rice.
Following the news conference, Rice met Chinese State
Councillor Tang Jiaxuan.
Tang will head to North Korea on Tuesday (July 12) as
an envoy of President Hu.
