- Story Text: In New York on Saturday (21 April) the United Nations Security Council, without a single negative vote, condemned Israel's "repeated military attacks" against Lebanon, and guerrilla "acts of violence".
The vote followed more than a week of debate on Lebanon's complaint of Israeli aggression in the raids on Palestinian targets in Beirut and Sidon on April 10th. The council adopted the resolution, jointly sponsored by Britain and France, by eleven votes to none; with four abstentions. The United States, The People's Republic of China, the Soviet Union and Guinea all abstained.
The Soviet Union, The People's Republic of China and Guinea all abstained because they felt that the daft, which had been revised several times, was too weak. They felt that the text should have concentrated entirely on Israel's "aggression".
The United States cast an abstention on the grounds that the draft still did not deal adequately with the Palestinian guerrilla assaults which preceded Israel's raids.
Israeli ambassador Yosef Tokoah criticised the United Nations, and the Security Council's resolution. Part of the text of his speech to the council follows.......
SYNOPSIS: In New York on Saturday, after more than a week of debate, the Security Council of the United Nations condemned Israel's repeated military attacks against Lebanon. The debate followed Lebanon's complaint against Israeli raids in Beirut and Sidon on April the tenth.
The resolution, which was amended several times during the debate, was jointly sponsored by Britain and France. It was adopted by eleven votes to none, with four abstentions. The United States abstained on the grounds that the draft did not deal adequately with the Palestinian guerrilla raids which preceded the Israeli raids in Lebanon. The Soviet Union, The People's Republic of China and Guinea abstained because they felt the draft was too weak. They wanted the text to concentrate entirely on Israeli aggression. The Israeli ambassador, Yosef Tekoah, criticised the Security council's resolution.
Lebanon's ambassador expressed disappointment with the amendments.
