  • Story Text: Chiao Kuan-Hua, chairman of the delegation from The People's Republic of China to the Untied Nations, spoke of collaboration between the Untied States and the USSR for world domination, when he addressed the General Assembly on Monday (13 Nov).

    He was speaking during a debate on Soviet proposal to ban force in international relations, and to prohibit nuclear weapons.

    The delegate spoke in Chinese. The following is a translation of his remarks contained in this film:
    "If the Soviet Union truly stands for the permanent prohibition of the use of nuclear weapons, why doesn't it propose the complete prohibitions and thorough destruction of nuclear weapons/ Why should the Soviet Union frantically continue to develop its nuclear weapons while at the same time desperately opposing others conducting the necessary nuclear tests for self-defence? The plain truth is that it has recently reached an agreement with the United States on the limitations of strategic arms, so that it is reviving the Khrushchevits dream of Soviet-U.S. collaboration for world domination, that is, Soviet-U.S. collaboration to maintain nuclear monopoly and nuclear superiority and to carry out nuclear blackmail and nuclear threats against the people of the world."
    SYNOPSIS: At the United Nations on Monday, members heard a Soviet proposal for banning nuclear weapons denounced as part of a plot between the USSR and the United States to dominate the world. The speaker was Chiao Kuan-Hua, chairman of the delegation from the People's Republic of China.

    He asked why should the Soviet Union frantically continue to develop its nuclear weapons while at the same time desperately opposing others conducting the necessary tests for self-defence.

    Mr. Chiao said the plain truth was that the USSR and the USA had recently reached agreement on the limitation of strategic arms, and was reviving the old Khrushchevits dream of Soviet-U.S. collaboration for world domination.

    "That is - he said - Soviet-US collaboration to maintain nuclear blackmail and nuclear threats against the people of the world."
