- Story Text: U.S.peace envoy Dennis Ross has arrived in the
Middle East for talks with Israeli Prime Minister Ehud Barak
and Palestinian President Yassar Arafat.Ross faces an
immediate challenge after an Israeli-Palestinian summit failed
to clear the way for a handover of more West Bank land.
U.S.President Bill Clinton's Middle East envoy
said on Monday (November 15) that a logjam over a handover of
more West Bank land would not deter him from pushing forward
talks aimed at a permanent Israeli-Palestinian peace.
Dennis Ross met Prime Minister Ehud Barak on after the
Israeli leader and Palestinian President Yasser Arafat failed
in an overnight summit to agree which five percent of the West
Bank Israel would hand over to self-rule.
A September interim peace deal had set Monday for the
handover.But Ross, voicing confidence the troop withdrawal
would ultimately go forward, said he intended to concentrate
on the goal Clinton had set for him.
" They have an implementation process and the
implementation process has been working.Problems have cropped
up before and they have been worked out.My focus will be
very much on the permanent status."
The Palestinians have demanded control of areas more
densely populated than the zones Israel has proposed.
