- Story Text: Mme. Nguyen Thi Binh, chief Viet Cong negotiator at the Paris Peace Talks on Vietnam, today (Monday) gave a press conference in the French capital. Speaking in Vietnamese - translated into French by an interpreter - Mme. Binh reiterated Hanoi's claim that the agreement on ceasefire would be signed tomorrow (Tuesday), and that war would cease within the next 24 hours. She added that, if the war continued after November 1st, it would be the entire responsibility of the United States Government.
President Nixon's adviser, Dr Henry Kissinger, who negotiated the agreement with North Vietnam, has said in Washington that the U.S.A. will not be stampeded into signing until all the provisions are right. Hanoi, on the other hand, insists that the agreement is complete and must be signed tomorrow.
