President Thieu was speaking at a joint session of the South Vietnamese National Assembly on Tuesday (12 December).
The President, maintaining his uncompromising tone against provisions of the draft North Vietnamese-United States peace agreement revealed last October, said South Vietnam's destiny must be determined by its people alone.
