- Story Text: Foreign ministers from NATO (North Atlantic Treaty Organisation) and Partnership for Peace countries met in Brussels on Friday (December 2, 1994) for the opening of the North Atlantic Cooperation Council (NACC).
NATO foreign ministers, burying differences on Bosnia, reaffirmed their commitment on Thursday (December 1) to a strong, united alliance under American leadership, and opened the door towards NATO expansion to the east.
NATO Secretary-General Willy Claes stressed his pride in the autonomy of NATO and said even if Russia had doubts about the expansion of the organisation such moves would continue.
Claes comments followed a statement on Thursday when Russian Foreign Minister Andrei Kozyrev stunned a ceremonial meeting of the NATO ministers by saying he could not formally approve detailed cooperation plans between the two former Cold War foes.
The Russian minister objected in particular to a timetable set out in the NATO statement on enlargement which announced a one-year study on the mechanics of preparing for East European countries to enter the Western alliance.
British Foreign Minister Douglas Hurd said on arriving for Friday's meeting that "the relationship between Russia and NATO is too important to be lost".
