More than 200 journalists took part in a protest march through Montevideo on May 17. They were demanding Press freedom and the reopening of nine publications closed by the military government. The government of General Gregorio Alvarez, in power since 1981, ordered a ban on the publication of political news last August. The move led to the closure of 26 publications, nine of them permanent. An election is scheduled for November and in January exiled opposition leader. Wilson Ferreira Aldunate of the Blanco Party launched a campaign from Buenos Aires as a candidate for the presidency. In response Uruguay began to jam Argentina radio broadcasts. With no sign of the ban being lifted, directors of 41 Uruguayan broadcast organisations, newspapers and other publications have decided to create a commission for freedom of expression which they hope will strengthen their case. The day after the rally on May 18, General Alvarez watched a military parade celebrating Armed Forces day. He was flanked by the Air Force Commander. Brigadier-General Manuel Budas, and Admiral Rodolfo Invidio, commander of the Navy. The display of military strength came just over two weeks after a crowd of 300,000 attended a May Day demonstration against the government. The rally, organised by 200 trade unions, called for freedom, work, wages and an amnesty for Uruguay's near 800 political prisoners.
