- Story Text: A conservative lawyer, Dr. Aparicio Mendez, was sworn in as President of Uruguay on Wednesday (1 September).
SYNOPSIS: The swearing-in ceremony was held at Government House in the Uruguayan capital, Montevideo and was attended by the out-going president, Dr. Alberto Demichelli. Dr. Demichelli was appointed to the post in June after the armed forces ousted their civilian protege, Mr. Juan Maria Bordaberry.
Dr. Mendez, who is 72, will serve for five years until 1981, and will then be replaced by a candidate jointly named by the traditional Blanco (White) and Colorado (Red) parties. Under the transition plans worked out by the military, Dr. Mendez' successor will rule for an as yet unspecified time, before full democracy is re-instituted in the country. One of Dr. Mendez's first acts as president was to ban hundreds of people from participating in political activities for 15 years. Included in the ban were former president Bordaberry, several former parliamentarians and leading politicians.
Thousands of political figures, including the leaders of all existing parties, are now prohibited form the right to election or to hold public office.
