A suicide bomber blew up a bus carrying Ministry of Defence employees on their way to work, military spokesman Major-General Waheed Arshad said.
Another bomb went off on a motorcycle parked in a market area of Rawalpindi.
The bus blew up about a kilometre (half a mile) from the headquarters of the country's army.
