A new Jewish settlement was inaugurated on October 2 by David Levy, Israeli Deputy Prime Minister and Minister for Construction and Housing. The new settlement, Eli, is north of Ramallah, in the occupied West Bank zone. Thousands attended the inauguration, which included a parachute display and other festivities. Eli will ultimately be an urban settlement of some 10,000 people. It is one of the six settlements agreed upon within the unity government coalition. The document establishing the government of national unity effectively allowed Prime Minister Shimon Peres and his fellow Labour ministers in the cabinet to obstruct plans for new Jewish settlements in territory annexed by Israel. But six new settlements that had been planned by the previous Likud government were permitted to go ahead, out of a total of 27.
