SYNOPSIS: Delegates gathered in Front Lamy, on Wednesday, to attend the second annual session of the Economic and Social Council. President Francois Tombalbaye was scheduled to address the opening session.
Declaring the second annual session underway, Maurice Ngangtar, the President of the Economic and Social Council, welcomed the attending delegates and officials. Mr. Ngangtar said that the prime consideration for this second annual session should be a discussion of the implementation of aid to developing countries. The general effectiveness of aid of developing countries was also open to question, in particular as regards the international monetary crisis.
President Tombalbaye also expressed his pessimism about the effectiveness of aid to developing countries. He deplored the hesitation of investors to assist the developing countries to exploit their riches. Concerning the monetary crisis, the President said that the devaluation and revaluation of convertible currencies did not favour the development of poor countries, whose external debt was often heavy. In fact, he said, this has just confirmed the pessimism regarding a decisive action of international aid in favour of the under-developed countries.
