The bombing coincided with 'Loyalty Day', marking the 31st anniversary of mass working class demonstrations which launched the late General Peron on the road to power. There was speculation that the explosion was the work of left-wing Montonero querrillas who had been expected to mount some sort of action during the day. - Story Text: The military governor of Tucuman Province in Argentina, General Antonio D. Bussi has said the Army has won the war against terrorism in the province.
SYNOPSIS: He was speaking to a meeting of foreign consuls and newsmen who'd been invited to the headquarters of General Bussi's Fifth Brigade to see the army's operations against the guerrillas. Tucuman Province where the Fifth Brigade is operating is in the north-west of Argentina. It is remote and poor. Three years ago, the then powerful and well-led People's Revolutionary Army - the E.R.P. - controlled a large area of jungle and called it a liberate area.
General Bussie was reported to have told the consuls and newsmen that it had been the poor conditions of the workers in the area which had made the preaching of treason easier and caused the intervention of the army. The breeding grounds of subversion would continue to exist, he said, until conditions were changed.
The Fifth Brigade is operating in the south-east of Tucuman Province. The E.R.P. has been one of the main guerrilla groups in Argentina. The army says about four guerrillas are killed in daily clashes with few losses to government forces. Army intelligence estimates the E.R.P. has lost more than 50 per cent of its rank and file and 80 per cent of its leadership.
The heaviest loss to the guerrillas was the killing in July of Mario Roberto Santucho, the leader of the E.R.P. The Military President of Argentina, General Videla has said annihilation of the guerrillas is his regime's number one priority.
