- Story Text: After five days of meetings between heads of state and Prime Ministers of 76 nations, the fourth non-aligned Summit Conference ended on Sunday (9 September 1973) at the Palais de Nations in Algiers. The convention was concluded by its host, President Houari Boumedienne, who said no important decision could be taken without the effective participation of the Third World. The Algerian leader was voted by acclamation as spokesman for the Non-Aligned Movement at the United Nations and elsewhere.
Expressing satisfaction with the meeting, which was preceded by three days of talks between Foreign Ministers, the Secretary-General of the Summit, Mr. M. Messaoudait-Challal of Algeria, told a press conference that "The Third World is getting together with hands across the sea.
SYNOPSIS: President Houari Boumedienne of Algeria gave the closing address at the Summit Conference of Non-aligned Nations on Sunday night, at the Palais de Nation in Algiers. He told the Heads of state and Government leaders of seventy-six countries that no important world decision could be taken without Third World participation.
The meeting brought together such different personalities as President Josip Brox Tito of Yugoslavia, Mr. Yassir Arafat, Chairman of the Palestine Liberation Organisation, Upper Volta President Lamouze Lamizana and President Idi Amin of Uganda.
Dr. Fidel Castro of Cuba was given an especially warm welcome, though Colonel Muammar Gaddafi of Libya, an anti-Communist, said he had no business being there.
The five-day summit was preceded by a three-day meeting of Foreign Ministers, who will deal with all unfinished business at their next annual meeting.
Prince Norodom Sihanouk, the exiled Cambodian leader, was among those in attendance.
President Amin proposed Uganda as the headquarters of a Non-Aligned Permanent Secretariat. The suggestion was pushed forward to the next meeting in 1976. Fond farewells - between President Ould Daddah of Mauritania and Mr. Arafat, and between Dr. Castro and President Amin marked the end of the Summit. Madame Tito toured a stamp exhibition, while leaders such as Prince Sihanouk and President Mobutu of Zaire pledged to meet again in Ceylon.
