- Story Text: The organisation for Security and Co-operation in
Europe (OSCE) ended its 10th ministerial council on Saturday
by adopting an OSCE Charter on Preventing and Combating
Terrorism and agreeing guidelines to meet new challenges to
security in the 21st century.

guidelines to meet new challenges to security in the 21st
century.
The OSCE Chairman-in-Office, portuguese foreign minister
Antonio Martins da Cruz said the two-day meeting in Oporto had
been faithful and productive.
The 55-States adopted a Oporto Ministerial Declaration
entitled "Responding ti Change" in which they committed
themselves "to work together to protect our peoples from
existing and emerging threats to security".
Ministers also adopted measures to ensure that the OSCE
continued to adapt to meet the new challenges. This adaptation
involves institutional reforms.
"In the past we have not had ministerials who did not
conclude with a consensus outcome, and so you are writing
history here, and with coming out a package of conclusions,
declarations of decisions that are truly important." Said Daan
Everts Ambassador of the Netherlands, who will take over the
OSCE Presidency in 2003.
They also adopted measures to ensure that the OSCED concept of comprehensive security, embracing the politico-military economic
and environmental and human dimensions of security is not an
empty one. They agreed to hold an Annual Security Review Conference, starting in 2003, and to continue reinforcing the economic and environmental dimension.
The chairmanship received a letter from the Minister of
Foreign Affairs of Belarus with a proposal for the mandate of
the new OSCE presence in Minsk. Consultations will continue in
Vienna next week in order that a new OSCE presence in Belarus
could start next January.

Said Martins da Cruz who holds the osce's rotating presidency.
Earlier in the morning near the conference building, riot
police dispersed with batons a small demonstration against the
OSCE meeting in Oporto.
A dozen people belonging to radical movements and a
newspaper photographer, were detained for questioning but
later released.
Photographers at the OSCE meeting refused to cover the
final session on Saturday until their colleague was freed.
