- Story Text: INTRODUCTION: Two American transport aircraft landed in N'djamena on Sunday (12 December), with supplies for the Organisation of African Unity (OAU) Peacepeeking Force. The force is assembling to fill the vacuum left by the departure of Libyan troops last month.
SYNOPSIS: The American transport aircraft, which taxied into N'djamena, was full of armoured trucks, and Zairean units of the peacekeeping force were on hand to collect. Zaire, along with Nigeria, is to receive most of the 12 million dollars worth of aid President Reagan has promised. Seven hundred Nigerian soldiers have already along with 800 from Zaire, and 500 from Senegal.
The peacekeeping force is not yet operational, but already its role is being disputed. President Goukouni Oueddei of Chad has said that the force will have to fight against his opponents in the east of the country, where the former Defence Minister, Hissene Habre has his headquarters. But the OAU has disagreed, insisting that the force must have a purely passive role and not become involved in the fighting on either side.
President Goukouni has warned that as a passive force, the peacekeeping troops have no meaning.
