- Story Text: OSHAKATI, NAMIBIA AND SOUTH AFRICA
In the border town of Oshakati in Northern Namibia, 35 SWAPO (South West Africa People's Organisation) guerrillas were handed over to UN peacekeepers for repatriation to Angola on Wednesday. The rebels were taken prisoner by South West Africa Territorial Forces (SWATF) during the recent fierce clashes between the two sides.
South Africa described it as a goodwill gesture aimed at helping the stalled independence plan for Namibia. It has undertaken to confine to base all counter-insurgency forces for 60 hours until Saturday.
Soviet specialist in African affairs, Vyachislav Ustinov arrived in Cape Town for talks on Namibian independence on Wednesday, breaking a 33-year freeze in Moscow's relations with South Africa. He told reporters that he would deal only with issues concerning Namibian independence and would not discuss bilateral relations with South African officials.
Ustinov and U.S. Africa specialist Charles Freeman arrived together to observe talks beginning in a Cape Town hotel on Thursday between South Africa, Cuba and Angola The Angolan chief of staff and Deputy Minister of Defence, Lieutenant General Antonio Dos Santos Ndalu also arrived to take part. They were greeted by the South African Secretary General of Foreign Affairs, Neil Van Heerden.
The talks will cover problems that have arisen in the implementation of a United Nations (UN) 12-month plan for Namibian independence from South Africa.
