- Story Text: Regional security and Myanmar have dominated
meetings of ASEAN foreign ministers in Jakarta.
Foreign ministers from the 10 members of the
Association of Southeast Nations (ASEAN) wrapped up an
annual gathering in the Indonesian capital of Jakarta on
Wednesday (June 30, 2004).
At the meeting, the ministers worked to put flesh and
bone on initiative to form a security community in the
region.
"We have started the challenging process of bringing
our political and security cooperation to a higher plane.
We are building the momentum for deepening integration in
the economic and socio-cultural fields. And we are striving
to promote our cohesiveness," Indonesian Foreign Minister
Hassan Wirajuda told delegates in his closing speech.
"We are working for integration. We are building a true
community of Southeast Asian Nations. Indeed, I believe the
work we have just done in this 37th ASEAN Ministerial
Meeting has brought us closer to the realisation of our
shared vision of an ASEAN community," Wirajuda added.
Signed by their heads of state at a summit in Bali last
year, the ASEAN Security Community agreement called for
cooperation on maritime security, and exploring enhanced
cooperation with the United Nations on maintaining
international peace and security.
The joint communique, however, came short of
Indonesia's proposal for a regional peacekeeping capacity,
which has met with resistance from countries who fear such
a development opens the door to ASEAN abandoning its
traditional policy of non-interference in members' domestic
affairs.
Myanmar's detention of opposition leader Aung San Suu
Kyi has sorely tested the principle of non-interference and
risks becoming an irritant yet again in Wednesday's
meeting, which will be followed by another meeting that
will be joined by the grouping's 13 dialogue partners,
including Myanmar's strongest critics -- the European
Nation and the United States.
Myanmar's ASEAN brethren have been able to publicly
play down Suu Kyi's detention and repeated clampdowns on
her party.
"Secondly, we feel that the fact that the NLD did not
participate in the National Convention, although it is a
hiccup in the process, but it is not the end. And we would
like to encourage Myanmar government and NLD to continue to
engage in the dialogue so that NLD would be able to
participate in the
near future," Thai Foreign Minister Surakiart Sathirathai
told reporters.
Meanwhile, Indonesia's Wirajuda announced the
possibility of opposition leader Aung San Suu Kyi's
participation in Myanmar's next general elections.
"One thing during the retreat this morning among
foreign ministers, I should mention that Myanmar disclosed

The minister, however, did not elaborate on any time
frame.
"Foreign Minister (Win Aung) mentioned this in relation

Wirajuda said.
With Myanmar due to take over the ASEAN chair in 2006
and to play host to regional meetings, the European Union
in particular has threatened to boycott some group meetings
if Myanmar attends.
Western nations have imposed sanctions on Myanmar for
keeping the Nobel peace laureate under house arrest and are
ramping up pressure on Southeast Asian nations that rely
crucially on Europe and the United States for trade and
investment.
