Because of its stark violation of its obligations under the MPT, the Security Council realized we need much broader power than under the current safeguard agreement authority. And I think that's going to continue for some time. We need to first make sure that Iraq is disarmed. We need to continue to monitor Iraq for a number of years." 0.45 (U6) IRAQ (FILE) (REUTERS-ACCESS ALL) 4. WS/SLV: INSPECTORS INSIDE FACILITY (2 SHOTS) 0.59 (U6) WASHINGTON D.C. Han Blix and I have been saying we are going to use a common sense approach. We have to look at the declaration. If there is a minor omission and this is clearly not intentional, we're not rushing it to the Security Council and saying this is a material breach. If we see a pattern of lack of cooperation then we obviously have to report to the Security Couincil and the Security Council will decide that is a material breach." 1.26 (U6) IRAQ (FILE) (REUTERS-ACCESS ALL) 6. - Story Text: The head of the United Nations' effort to uncover
Iraq's nuclear weapons programme has said that Iraq must be
disarmed and then monitored for a number of years.
Mohamed El Baradei, the director of the International
Atomic Energy Agency said on Thursday (November 14) that
because of its "stark violations," concealing its nuclear
weapons development programme, Iraq must be disarmed. He
added that the country would need to be monitored for a number
of years.
El Baradei was speaking at the Carnegie International
Non-Proliferation Conference. As a result of the resolution
that passed unanimously by the United Nations Security Council
last Friday, Iraq has until December 8 to provide a "complete
declaration" of its weapons programmes, and no later than 15
days after that inspections must start - under the leadership
of Mohamed El Baradei and the United Nations Chief Insepector
Hans Blix.
El Baradei said that he and Blix would use a "common
sense" approach to determine if Iraq was in compliance.
"We need to go back, look what we see on the ground, use
common sense. Han Blix and I have been saying we are going to
use a common sense approach. We have to look at the
declaration. If there is a minor omission and this is clearly
not intentional, we're not rushing it to the Security Council
and saying this is a material breach. If we see a pattern of
lack of cooperation then we obviously have to report to the
Security Couincil and the Security Council will decide that is
a material breach," El Baradei said.
