We hope that the talks that are taking place between Mr. Bitsios and Mr. Caglayangil will lead to a constructive solution of the aegean problem. And we also believe that the communities in cyprus should find a solution that is compatible with the dignity and economic viability of those communities." BITSIOS: "The question here is to approach this negotiation with moderation. It is not a question of giving up any claims because no claims can stand before a negotiation -- you have to negotiate with an open mind, approach it with moderation, and try to accommodate the other side as well." - Story Text: The Soviet Foreign Minister, Mr. Andrei Gromyko, is to discuss possible talks on strategic arms limitations (SALT) with President Ford in Washington this Friday (1 October), after a nine month deadlock.
SYNOPSIS: Before these talks were announced, Mr. Gromyko had had talks with the U.S. secretary of State, Dr. Henry Kissinger, on Wednesday night (29 September). The talks were held in Dr. Kissinger's United Nations suite, but United States officials said later that no new ground had been broken. The SALT talks have been deadlocked since Dr. Kissingers visit to Moscow last January.
During that visit the two sides agreed to reduce the ceilings of a proposed new weapons agreement to a maximum of 2,200 missiles and long-range bombers on each side. The current obstacles are whether the Soviet medium-range backfire bomber and the United States low-flying Cruise missile should be counted in totals.
A United States official said after the talks that they had included a review of the current situation and o new proposals were presented.
It was a busy day for Dr. Kissinger, Earlier he had met the Turkish Foreign Minister, Mr. Ihsan Caglayangil, for talks on the dispute between Turkey and Greece over the Aegean Sea and Cyprus. both countries have been called upon by the U.N. security Council to negotiate a solution to their dispute. After another meeting with the Greek Foreign Minister Mr. Dimitrios Bitsios, Dr. Kissinger and Mr. Bitsions spoke to newsmen.
