- Story Text: Eight hundred emergency rescuers from six countries are
participating in the first European Community Civil Protection
exercise aimed at protecting citizens in the event of
terrorist attacks involving radiological and chemical
substances.
The large-scale European civil protection exercise
was held at the military camp of Canjuers, near Toulon, in
France on Sunday (October 27).
Organised by the European Commission the Eurotox exercise
was a simulation of the consequences of a terrorist attack
involving radiological and chemical fall-out.
The event was for the treatment and evacuation of victims
during a large-scale event and the scenario was a radioactive
bomb exploded in a cinema affecting some 200 people.
The rescue exercise was aimed at testing on-site medical
care as well as decontamination and transport procedures
implemented in the wake of the September 11 attacks on the
United States.
"The Eurotox exercise is aimed at testing, in a real
situation, the collaboration of the various European rescue
services," said Commander of the fre brigade, Michel
Persoglio.
This exercise brought together the civil protection,
health, justice and military services.
A group of 60 official observers from the European Union
also took part in the event. Invited by the Commission, their
aim was to observe but also to improve Community response
methods when faces with new threats in the field of terrorism.
"With the new threat of terrorism and the possibility of
terror through chemical agents I think it's very important for
different countries to come together in order to deal with
these problems," Swedish European Union observer Stephan
Rosall said.
In addition to France, teams from five other European
countries Austria, Spain, Greece, Italy and Sweden were also
participating.
Each provided assistance of 10 to 30 intervention experts,
with proven experience in the field of combating CBRN
(Nuclear, Radiological, Biological and Chemical) effects.

Eight hundred lifesavers were involved in the exercise,
that continue on Monday (October 28) including national,
regional and European operational civil protection centres.
More exercises, aimed at evacuating citizens in the event
of an earthquake will be held in Italy in March 2003.
