- Story Text: The Japanese government has agreed to extend a loan of five billion, eight hundred and eighty-million Yen (26 million US dollars) to Ghana's ruling Provisional National Defence Council (PNDC). The agreement was formally ratified on July 28 in the Ghanaian capital Accra by Japan's Ambassador Masatada Higaki and PNDC Secretary for Finance and Economic Planning Dr. Kwasi Botchway. The loan is to be made available through a separate agreement between the Ghanaian government and Japan's Overseas Economic Co-operation Fund. The loan is at a low rate of interest, repayable in 30 years, and with a ten-year period of grace. After the Exchange of Notes ceremony. Dr. Botchway said the PNDC's planned telecommunication expansion project would improve telephone services throughout the country. He said it would give Ghana direct telephone and telex links with the rest of West Africa and other parts of the world, notably Japan.
