TRANSCRIPTS: ANDERSON: "Egypt recently declared that it would accept some Palestinian fighters under certain conditions. What are the conditions?" GHALI: "In fact we believe it will be useless to accept the Palestinians unless they can have at least the beginning of the solution of the conclusive programme, the conclusive solution to the Middle East crisis. We are asking a certain political commitment from the United States. For example, the recognition of the right of self determination; the possibility of the dialogue between the PLO and the American administration. The steps which have been already taken by the PLO recognising the different resolutions of the United Nations deserve to be supported. We believe that it well be useless to ask the departure of the Palestinians from Beirut and from Lebanon without a king of political compensation or a political satisfaction. We must give hope to the Palestinians to avoid radicalisation of the Palestinian movements, to encourage the moderates to continued the dialogue." ANDERSON: "So extremism is something you are considering...?" GHALI: "Certainly extremism is a great danger in this region and may create a destabilisation of the region." ANDERSON: "Mr. Minister, if the PLO is driven from Beirut without any assurances about self determination, is Egypt considering retaliation of any kind against Israel?" GHALI: "We are thinking in terms of conciliation and dialogue and negotiation and not in terms of retaliation. We are still hoping that with more negotiation and with more dialogue we will overcome all the difficulties and we will reach the global peace, the comprehensive peace, the just peace which is the basic aim of Egyptian diplomacy." - Story Text: Egypt's Minister of State for Foreign Affairs, Mr. Boutros Ghali, has called for a comprehensive Middle Eastern settlement. Speaking in Cairo on August 2, he said the Palestinians should only leave Beirut if they have at least the start of a comprehensive settlement. It was important, he said, to avoid radicalisation of the Palestinians. He wanted a political commitment to dialogue between the United States and the Palestine Liberation Organisation (PLO). He was speaking in an interview carried out for Visnews by Jennifer Anderson.
